BAYABAS, Surigao del Sur – Gitay-og sa 3.6 magnitude nga linog ang lungsod sa Bayabas pasado alas-3:39 kagahapon sa kaadlawon.

Sa datos sa Philippine Institute of Volcanology and Seismology (PHIVOLCS), nasuta nga ang epicenter sa maong pagtay-og, anaa sa lungsod sa Bayabas.

Nasuta nga duna kini gilagmon nga 36 kilometros ug gitumbok nga tectonic ang hinungdan sa paglihok sa yuta.

Sa maong gikusgon, walay gipagawas nga pahimangno ang ahensya nga dunay mo sunod nga mga aftershocks tungod sa kahinay niini.

Una niini, gitay-og sa 2.6 magnitude nga linog ang lungsod sa Burgos, Surigao del Norte adtong alas-7:00 sa gabii, Lunes.

Natumbok sa Phivolcs nga ang sentro sa maong pagtay-og makita sa sidlakang bahin sa naasoy’ng lungsod.

Duna kini gilagmon nga 31 kilometros ug tectonic ang hinungdan sa pagtay-og.

Walay gikataho nga dunay kabtangan nga naguba o nadaut nunot sa maong paglihok sa yuta nga ni igo sa duha ka mga lungsod sa managlahing probensya.

Hisayran nga sa entrada pa lang niining bulana, gi-igo sa 2.1 magnitude nga linog ang lungsod sa Burgos, apan, wala kini nibilin og damyos sa kabtangan sa mga residente sa naasoy’ng dapit.

BUTUAN CITY – Gikomperma sa kadumalahan sa Philippine Overseas Employment Administration (POEA) Caraga nga daghang reklamo ang madawat sa buhatan kada adlaw.

Sumala ni POEA Caraga Senior Labor Employment Officer and Coordinator Meriam R. Balmocena, nagkadaiyang reklamo ang ilang nadawat gikan sa nahibiling kabanay sa mga Caraganon Overseas Filipino Workers (OFWs).

Pipila sa mga reklamo nga ilang nadawat kabahin sa problema sa pamilya diin ang kabanay nga OFW, wala na nagpadala og binulang allotment; kalapasan sa employment contract tali sa empleyado batok recruitment agency ug sa langyaw nga amo; ug daghan pang uban.

Dugang ni Balmocena, tanang reklamo nga gipaabot sa mga kabanay sa mga Caraganon OFWs ang ilang gihatagan sa pagtagad pinaagi sa paghatag giya kon unsay angayan niining buhaton.

Tuyo sa opisyal nga tanang gipaabot nga reklamo ang ilang mahatagan sa igong pagtagad aron ang interes sa na dehado nga partido ang mahatagan og kahusayan.

Alayon niini, gikalipay sa opisyal ang gihimong pagdangop sa mga nahisgutan sa ilang reklamo sa buhatan sanglit nagpakita lamang kini nga dunay pagsalig ang katawhan kanila.

BUTUAN CITY – Estriktong gipatuman sa kadumalahan sa Department of Transportation and Communications (DOTC) Caraga ang Memorandum Circular No. AVT – 2015 – 1927 nga giilang No Registration, No Travel Policy sukad adtong Miyerkules Santo, Abril 1, 2015.

Gikabutyag ni DOTC Caraga Officer-In-Charge Assistant Regional Director Abdul Fatah M. Gumaos, estrikto nila kining ipatuman ang maong palisiya.

Dugang ni Gumaos, adiser gipatuman ang nasangpit nga kamanduan, gipatawag una nila ang tanang dealer sa 4-wheeled motor vehicle aron i-obliga nga ihatag na ang Official Receipt (OR) ug Certificate of Registration (CR) sa nahalin nga yunit ngadto sa kliyente.

Gituyo kini aron dili maipit ang nakapalit sa yunit sa higayong pahunungon kini sa law enforcer ug wala nay igong rason pa ang mga dealer og sakyanan nga dili makahatag og OR/CR sa ilang kliyente sanglit napasidan-an na kining daan sa ahensya.

Katuyuan niini nga dili mapahamtangan og multa ang nakapalit sa maong yunit diin liboan ka pesos ang mabayran niadtong makalapas sa nasangpit nga mandato.

Gipasabot sa opisyal, pito lamang ka adlaw ang gihatag nga konsiderasyon sa ahensya ngadto sa tag-iya og sakyanan kon ugaling bag-o pang napalit ang maong yunit.

Sa higayong mo lapas na sa 37 ka adlaw gikan sa petsa sa pagpalit sa yunit nga nakalatid sa Sales Invoice, ang sakyanan, i-impound kini sa law enforcer.

Kon ugaling walay plaka nga ikapakita gumikan kay walay available nga plaka ang LTO, apan, dunay nahuptang CR/OR ang tag-iya, gipasalig sa opisyal nga pinakadugay na ang 45 ka adlaw, ma-release na dayon ang plaka sa maong sakyanan.

Gipasalig usab sa opisyal, bastante ang plaka sa buhatan sa kasamtangan hinungdan nga imposibleng dili mahatagan og license plate ang yunit nga girehistro.

Gihimong basehan sa pamahayag ni Gumaos mao ang nakalatid sa Memorandum Circular No. AVT – 2015 – 1927 kansang kamanduan, ipatuman ngadto sa tanang 4-wheeled motor vehicle.

“Starting 01 April 2015, no four (4)-wheeled motor vehicle can be used, driven or operated on the roads without being duly registered with the Land Transportation Office (LTO) pursuant to R.A. 4136, Joint Administrative Order No. 2014-01 and other applicable rules and regulations.

(1.) Any vehicle without license plates shall be stopped and the driver must present the Certificate of Registration (CR) and Official Receipt (OR) of the vehicle;

(2) If only CR/OR are presented, a fine of Php 5,000.00 shall be imposed for failure to attach the plates;

(3) In case Special Plates were applied for, the driver must present the OR for the payment;

(4) If without CR/OR, the driver must present the following: a. Certificate of Stock Reported; b. Sales Invoice, which must be dated within seven (7) days prior to the apprehension; and (c) Certificate of Insurance Cover, which must be dated on or after the date of the Sales Invoice.

(5)  In the absence of any of the above, the vehicle owner shall be fined the amount of Php 10,000.00 for using an unregistered vehicle and the driver shall be fined the amount of Php 1,000.00 and cited for reckless driving;

(6) Further, if at the time of apprehension the date of the Sales Invoice exceeds thirty-seven (37) days from the date of purchase, the vehicle shall be impounded;

(7)  This is without prejudice to the liability of the concerned manufacturer, assembler, importer and dealer; and

(8) All apprehensions may be contested within five (5) days therefrom."

BUTUAN CITY – Hapit na mahuman ang gitaud nga “permanent by-pass line” nga gimuntar sa Butuan City Water District (BCWD) diha sa Sitio Iyao, Barangay Anticala ning siyudad.

Segon ni BCWD Senior Public Relations Officer Ramil Barquin, magsilbi kining “extraction point” sa water district sa i-suplay nga tubig gikan sa suba sa Taguibo.

Hisayran nga namugna ang maong pasilidad tungod sa dakong damyos nga nabilin sa bagyong Seniang sa Infiltration Gallery.

Pinasikad sa gihimong ebalwasyon human sa nasangpit nga kalamidad, girekomenda nga angayan nang i-rehab ang Infiltration Gallery labi na nga ang tibuok istraktura maagian sa baha.

Sa gihimong tigum tali sa Technical Staff sa BCWD ug Task Force Tubig sa Local Government Unit (LGU) Butuan, gipresentar ang desinyo sa by-pass line ug gipasabot nga pinaka-epektibo kining alternatibo sa pag-extract sa tubig gikan sa suba sa Brgy. Taguibo.

Subay niini, nipasalig si Butuan City Mayor Dr. Ferdinand Amante, Jr. nga mo tabang sa water district pinaagi sa paghatag sa ayudang pinansyal balor P1,200,000 alang sa konstraksyon sa nasangpit nga pasilidad.

Katuyuan sa pagtunol sa maong pundo nga mapadali paghuman ang naasoy’ng pasilidad aron hingpit kini nga mapahimuslan sa tanang konsumidor nga Butuanon.

Ang nahisgutang pundo kuhaon sa gi-alokar sa Department of Budget and Management (DBM) nga emergency fund balor P35,000,000 kansang pundo gigahin human napailawom sa State of Water Crisis ang tibuok siyudad.

Tungod sa gihimong pasalig ni Amante, segon ni Barquin, gipadayon sa water district ang maong by-pass line sa ingon masugdan gilayon kini.

Bisan wala pa nadawat sa water district ang gipasalig sa amahan ning siyudad nga kantidad P1,200,000, daling namalit ang BCWD og uPVC pipes nga gikinahanglan alang sa pagsugod sa konstraksyon.
“Having Mayor Amante’s commitment, BCWD pushed through with the construction works keeping in mind the P1,200,000.00 funds from the Butuan City LGU. Although the said funds were not yet given, BCWD processed an emergency purchase of uPVC pipes needed to start the construction. After the Engineering Plan was finalized, on March 5, 2015, the construction works of the permanent by-pass line commenced.

As of press time, the construction of the permanent by-pass line is already 95% complete despite the fact that the committed amount of P1,200,000.00 by Mayor Amante was not realized. Pipe lying of the two parallel lines of 300mm uPVC is already finished. Remaining works will only be the interconnection of these lines to the tapping point of BCWD’s main transmission line,” tipik sa mensahe ni Barquin.
