BUTUAN CITY – Gisermonan sa Civil Service Commission (CSC) Caraga si Association of Barangay Captains (ABC) Nestor Amora ning siyudad human nibungat og masakit nga pulong ngadto sa mga kaubanang kapitan.

Una nang gihinganlan ni ABC President Nestor Amora dihang nahinabi sa Mindanao Centro Daily nga ang gihimo sa kaubanang kapitan kinsa nanawagan sa iyang pagluwat sa puwesto isip ABC President nagpakita lamang matod pa sa ilang pagka-ignorante.

“Because at the Liga, it doesn’t mean to say nga you have that majority, puwede na nimong patalbugon ang mga officers. You have to wait until the term it expires. So, when will be my expiration of terms?  That could be on December 1, 2016 as Liga President. So, they have to wait of that. Because they could not just remove me without the expiration of my term. Pero, kulang sa research. Wala silay legal basis. They just wanted to do something nga nagpakita ra nga how ignorant these punong barangays are? So, DILG na ang pangutan-a,” pahayag ni Amora.

Sumala ni CSC Caraga Administrative Aide VI Ross Francis L. Atillo, isip usa ka public official, dili matod pa maayo nga mohimo og conclusion sa usa ka alegasyon sanglit kinahanglan una kining ipailawom sa saktong proseso.

Dugang ni Atillo, ang pagpakaulaw sa kaubanang opisyal o mga empleyado, makonsidera matod pa kining usa ka “unbecoming act of being a public official” sanglit nakalapas na matod pa kini sa nakalatid sa  Republic Act No. 6713 o mas nailang Code of Conduct and Ethical Standards for Public Official and Employees.

“Dili ka kinahanglan nga mo conclude, certain allegations must undergo due process. So, kung mo conclude ka, it is not right specially if you are in the public.”

“Yes. It could be “unbecoming act of being a public official” since, naka-violate naman siya. Pero, mao lagi, na overwhelm siya sa tension mao na nga masulte niya ang mga harsh nga mga words sa iyang mga members,” pahayag ni Atillo.

Gipasabot usab sa opisyal ang nakalatid sa RA. 6713, Section 4 nga ang tanang public officials ug empleyado sa gobernong buhatan angayan nga ipakita ang pagka-propesyonal ug likayan ang paghimo sa mga butang nga supak sa tahas nga gisangon kanila.

“Under RA No. 6713, Section 4. The Norms of Conduct of a Public Officials and Employees. (A) Every public official and employee shall observe the following as standards of personal conduct in the discharge and execution of official duties: 

(b) Professionalism. — Public officials and employees shall perform and discharge their duties with the highest degree of excellence, professionalism, intelligence and skill. They shall enter public service with utmost devotion and dedication to their duty. They shall endeavor to discourage wrong perceptions of their roles as dispensers or peddlers of undue patronage,” pagpasabot sa opisyal.

Tambag sa opisyal, kun ikaw isa ka public official ug naghupot sa mas taas nga ranggo o posisyon, bisan matod pa nga subra na kaayo ang gibating kasuko, kutob sa mahimo, angayan kini nga magpabiling makalmahon.

Likayan nga pakaulawan ang kaubanang kapitan o empleyado sa tuyo nga kini mapaubos sa panan-aw sa uban ug ipamatuod ngadto sa kadaghanan nga anaa kini sa sakto sanglit usa kini ka dakong kalapasan sa balaud.

Ang tambag sa opisyal, wala lamang nagtumbok sa mga kapitan o piniling opisyal ning siyudad kundi sa tanang nanarbaho sa gobernong buhatan.

“So, if you are a public official seated in a higher rank or position or any certain organization, you must always be reminded that in a peak of tension and pressure, you must have the wisdom to maintain our calm in a way that you will be able to resolve the conflicts in any means of necessary. So, we must not embarrass any person to appoint that they are humiliated to prove that we are correct. That is one thing that we public official and employees must reminded in any situation that may be,” tambag ni Atillo.
